Dave Trabert is President of Kansas Policy Institute. He is a frequent speaker to business, legislative and civic groups and also does research and writes on fiscal policy and education issues. He most recently authored “Volume III: Analysis of K-12 Spending in Kansas” in A Kansas Primer on Education Funding. Trabert regularly testifies before Kansas House and Senate committees on state budget, tax and education issues. He also serves on the Tax and Fiscal Policy Task Force for the American Legislative Exchange Council. Trabert developed his interest in the public policy arena during his 18-year career managing television stations. Immediately prior to joining KPI, Trabert served as general manager of WYTV in Youngstown, Ohio, an area beset with chronic employment issues resulting from a high tax burden, low education attainment and a lack of regionalism. He initiated community discussions, published an extensive white paper on the issue and led a research-driven education campaign focusing on possible solutions for removing job growth barriers. He graduated cum laude from West Liberty State College with a degree in Business Administration.
Anne Chandler is the director of advancement and marketing for Kansas Policy Institute, where she oversees fundraising efforts and coordinates marketing and outreach. Chandler has considerate development experience and spent the last four years working at Wichita non-profit organizations. She is active in the community as a member of the Rotary Club of Wichita where she serves on numerous committees; she is also a member of Young Professionals of Wichita. Chandler is a graduate of the Youth Entrepreneurs of Kansas and Wichita State University where she graduated from the Frank Barton School of Business with a bachelors degree in Business Administration with an emphasis in marketing.
James Franko is the communications coordinator at the Kansas Policy Institute. In this role, he is responsible for media relations and outreach, and building awareness about KPI and its mission around the state. James brings experience from across the free-market movement including time on Capitol Hill and with the National Center for Policy Analysis, a Dallas based think tank. While on Capitol Hill, he handled a variety of policy issues and spent time as a staff member within the Kansas delegation. James has published opinion pieces in such places as the DailyCaller.com and the Washington Times as well as policy briefs while working for the National Center for Policy Analysis. A Kansas native and Wildcat, James was raised in Stilwell and graduated from Kansas State University in 2005. At K-State, James received his Bachelor of Business Administration while dual majoring in marketing and entrepreneurship and earning a minor in economics.
Paul Soutar is the investigative reporter at Kansas Policy Institute. During his 25-year journalism career Soutar worked for the Associated Press, the Detroit Free Press, Detroit News and Knight Ridder Newspapers in Washington, D.C. From 1990 to 2008 he worked for the Wichita Eagle as a photo and graphics editor, producing special sections and writing stories on various subjects. He has received numerous international, national and regional journalism and design awards. Before his journalism career Soutar served in the U.S. Navy photographing and writing about events in the Western Pacific and Indian oceans.
Gene Meyer is the Bureau Chief for Kansas Reporter. He spentspent 25 years reporting for the Kansas City Star, most recently as a personal finance columnist. He co-wrote a series of stories regarding Kansas pension fund investment practices that led to enactment of state legislation to increase safeguards for public employees' retirement savings. In addition to reporting for a commodity news service out of Leawood, Kan., Meyer reported for the Wall Street Journal in Chicago covering the agricultural futures markets.
